Prime Minister Christopher Luxon has unveiled the Government’s Quarter Four (Q4) Action Plan, emphasizing a streamlined approach to infrastructure development as part of its broader strategy to rebuild New Zealand’s economy.

"My Government has been working at pace to get the country back on track since we came to office almost a year ago, and there will be no slowing down as we approach the end of this year," Luxon said.

The Q4 Action Plan builds on previous initiatives and targets core priorities of economic recovery, law and order, and improved public services. A key focus will be on delivering modern, reliable infrastructure by reducing barriers to growth and streamlining the development process.

"This includes comprehensive resource management reform and a fresh approach to the funding and financing of infrastructure," Luxon stated. With inflation and interest rates falling, the Government is shifting focus to creating the foundations for sustainable growth. Key Actions in the Q4 Plan

The Action Plan outlines 43 key initiatives, including:

Fast-track Approvals Bill: Speeding up the delivery of significant regional and national projects.

Resource Management Amendment Bills: Easing regulatory burdens on the primary sector and cutting red tape in the infrastructure, energy, housing, and farming sectors.

Housing and Infrastructure Financing: Cabinet decisions on new tools to accelerate housing development.

Offshore Wind Farm Legislation: Enabling easier construction of renewable energy projects.

Local Government Reforms: Decisions aimed at getting local councils back to focusing on core services.

Law and Order, Public Services Reforms

In addition to infrastructure, the Q4 plan addresses public concerns about law and order. By year-end, the Government will introduce legislation targeting serious youth offenders, ensuring stronger consequences for criminal activity.

Health and education reforms are also included. The phased rollout of free breast cancer screening for women up to age 74 will begin, and the final curriculum for English and Maths will be released for implementation in primary schools by 2025.
