The high-level official visit of the Mauritius Delegation to India, from September 23-25, 2024, concluded successfully with productive meetings and strategic deliberations. The talks were led by Shri V. Srinivas, Secretary, Ministry of Personnel, Public Grievances and Pensions, DARPG, and Director General of the National Centre for Good Governance (NCGG), on the Indian side, and Mr. K. Conhye, Secretary for Public Service of Mauritius, representing the Mauritius Delegation. Other key members included Mr. S. Ramgolam, Director of the Public Sector Business Transformation Bureau, and Mr. S. D. Jannoo, Director of Human Resource Management from Mauritius.

The visit commenced with a formal welcome by Shri V. Srinivas to Mr. K. Conhye and H.E. High Commissioner of Mauritius to India, Mr. Haymandoyal Dillum, on September 23, 2024. Discussions centred around collaboration on capacity-building programs for Mauritius Public Officers, including faculty development initiatives with the NCGG.

As part of the visit, the Mauritius Delegation interacted with several Indian District Collectors (DCs) and District Magistrates (DMs), such as Smt. Varnali Deka (DC, Nalbari, Assam), Smt. Durga Shakti Nagpal (DM & Collector, Lakhimpur Kheri, UP), Shri Deepak Meena (DM & Collector, Meerut, UP), Smt. Swati Bhaduria (Addl. Secretary to Governor, Uttarakhand), and Smt. Bhavya Mittal (DM, Burhanpur, MP). These discussions focused on the roles of District Collectors, governance challenges, and public service delivery reforms in India.

The Mauritius Delegation also met experts from PM GatiShakti, GeM, and UIDAI, where they were briefed on India's digital governance and public administration frameworks. At the Indian Institute of Public Administration (IIPA), Director General Shri S.N. Tripathi highlighted India's educational frameworks on governance and decentralization.

During their visit to Paryavaran Bhawan, the delegation witnessed India’s best governance practices in environmental management under the leadership of Shri Amandeep Garg, IAS. The team also engaged with Shri Arun Singhal, Director General of the National Archives of India (NAI), where they learned about India's digitization efforts and record management practices.

The Central Vigilance Commission (CVC) presented India's Zero Tolerance to Corruption approach in an interaction with Shri P. Daniel, Secretary, CVC. Additionally, the delegation met Chief Information Commissioner Shri Heeralal Samariya and other Information Commissioners, who briefed them on Right to Information (RTI) initiatives promoting transparency.

The delegation was also introduced to the Mission Karmayogi Capacity Building Programs by Shri Adil Zainulbhai, Chairman of the Capacity Building Commission (CBC).

The three-day visit concluded with the exchange of a Draft MoU outlining enhanced cooperation between the Ministry of Public Service, Administrative and Institutional Reforms of Mauritius and the National Centre for Good Governance for future capacity-building programs for Mauritius' public officers.
