The memorandum also emphasized the government's lapse in presenting 11 pending CAG reports, rising pollution levels, and the failure to issue ration cards to over 90,000 poor citizens.

Gupta claimed that installation of CCTV cameras is ongoing citywide except in BJP-led areas, with development funds also being withheld. Additional allegations included disruptions in municipal financial operations due to delayed Finance Commission formation, halted funds to 12 Delhi University colleges, corruption in hospital construction, and poor road conditions. The BJP group demanded urgent action from the Chief Secretary and announced the opposition will seek government accountability in the upcoming Assembly session on September 26 and 27.
