Delhi High Court Dismisses Plea to Halt Filing Charge Sheet in Civil Services Aspirants' Drowning Case

The Delhi High Court on Tuesday dismissed a plea aiming to restrain the CBI from filing a charge sheet in connection with the tragic drowning of three civil services aspirants due to basement flooding at a coaching centre in Old Rajinder Nagar.
The court observed no legal basis to either direct the investigative agency to file the charge sheet or impose a stay on such filing, dismissing the application submitted by the father of a victim who perished in July.
Justice Dinesh Kumar Sharma emphasized that the petitioner's prayer was beyond the scope of the law, stating the CBI is already conducting the investigation. The petitioner, J Dalvin Suresh—father of aspirant Nevin Dalvin—expressed concerns that the investigation was not aligned with court orders, prompting a plea to restrict the CBI from proceeding.
On further action, the court has issued a notice to the CBI on the primary petition challenging a prior trial court decision. The CBI is required to provide a response by November 27. Meanwhile, Suresh seeks a more thorough investigation by a senior CBI official and accountability from various municipal and emergency services.
