Shri Sunil Barthwal, Commerce Secretary, represented India at the 23rd meeting of Ministers of the Shanghai Cooperation Organization (SCO) responsible for foreign economic and trade activities, held virtually on September 12, 2024. Since joining the SCO in 2017, India has actively contributed to the organization’s developmental agenda, guided by Prime Minister Narendra Modi's vision of a ‘SECURE’ SCO—encompassing Security, Economic Development, Connectivity, Unity, Respect for Sovereignty and Territorial Integrity, and Environmental Protection.

In his address, Shri Barthwal highlighted the pivotal role of digitalization in fostering economic development and prosperity. He emphasized India's success in creating a robust digital public infrastructure platform that supports financial inclusion, education, and governance. This model, which has benefited a wide range of people across different economic strata, could be applied to green energy transitions to help meet net zero targets and reduce carbon footprints.

The Commerce Secretary also stressed the significance of efficient logistics and paperless trading to streamline cross-border transactions. He called for enhanced connectivity to bolster trade and economic development while underscoring the need for trust and transparency in cooperative efforts. Shri Barthwal emphasized the importance of upholding the principles of the SCO Charter, particularly respecting the sovereignty and territorial integrity of member states.

Reflecting on India's first SCO Heads of State Presidency last year, Shri Barthwal noted India's active contribution to SCO events and meetings. He advocated for fair trade practices and transparency to ensure inclusive growth and support member states in moving up the value chains of production, thereby enhancing economic growth and citizen welfare.

Shri Barthwal also highlighted the importance of technology in the 21st century, noting India’s national strategy on Artificial Intelligence (AI) and its commitment to an 'AI for all' approach. He stressed the need for transparency, fairness, security, accessibility, and responsibility in AI development to benefit society at large.

During the meeting, the Ministers approved three documents: the Framework for Cooperation on the Development of the Creative Economy, the Concept of Cooperation between the Trade Promotion Organizations of SCO Member States, and the Concept for Creating an Economic Preferences Base for SCO Member States. A statement on fair trade and sustainable development was also adopted.

Concluding his remarks, Shri Barthwal reaffirmed India's commitment to actively participate in SCO activities and support the successful outcomes of the organization's initiatives. The meeting, chaired by Pakistan, underscored the collective effort required to advance economic cooperation and development within the SCO region.
