On September 3, 2024, President Yoweri Kaguta Museveni convened a crucial meeting at State House Entebbe, focusing on enhancing public service efficiency through the strengthening of Public Service Standing Orders. Emphasizing the need for rationalisation, President Museveni highlighted the importance of streamlining government structures to optimize resource allocation and reduce wastage.

President Museveni's address came as a response to ongoing efforts aimed at improving public sector performance. He advocated for the adoption of the RAPEX concept and proposed a three-year transitional implementation period for the Uganda Coffee Development Authority (UCDA). By concentrating efforts on a singular entity with a clear mandate, the President aims to eliminate redundancy and address inefficiencies caused by multiple stakeholders.

Further aligning public service with national objectives, President Museveni called for the development of an economic framework grounded in scientific knowledge. He proposed revising government Standing Orders to include Agricultural Scientist Personnel at the Sub-county level to enhance agricultural service delivery and optimize food production in Uganda.

In the meeting, key parliamentary committee leaders and government officials expressed their support for the President’s proposals. Notable attendees included:

Also present were Prime Minister Rt. Hon. Robinah Nabbanja, Attorney General Hon. Kiryowa Kiwanuka, and various government ministry coordinators. The collective support for the President’s proposals underscores a commitment to transforming Uganda’s public service sector through enhanced efficiency and a more scientific approach to governance.
