The crackdown coincides with Pavel Durov, Telegram's founder, being investigated in France for organized crime on the app. South Korea is also pushing for tougher laws and planning a seven-month crackdown on digital sex crimes, increasing regulatory personnel and establishing a 24-hour victim hotline.
