Union Minister Dr. Jitendra Singh inaugurated the ‘Amrit Gyan Kosh’ Portal and the ‘Faculty Development Portal’ during the Civil Service Training Institutions (CSTI) Convention held today at Vigyan Bhavan, New Delhi. The event marks a significant step in modernizing civil service training in India, reflecting a paradigm shift towards a future-ready civil service grounded in Indian values with a global outlook.

In his address, Dr. Singh traced the evolution of the National Capacity Building Commission (CBC) and Mission Karmayogi Bharat, emphasizing their integration into the governance framework. He noted that, despite initial skepticism, these initiatives have established themselves as crucial components in achieving the goal of Minimum Government and Maximum Governance. Dr. Singh stressed the importance of continual learning and adaptation in response to technological and governance changes.

The Minister highlighted the significance of the ‘Amrit Gyan Kosh’ Portal, describing it as a comprehensive knowledge bank that will provide access to India-centric case studies, reducing reliance on Western sources. He also underscored the importance of the Faculty Development Portal, which aims to enhance the teaching capabilities of practitioners and faculty members, ensuring they are well-equipped to deliver effective training to civil servants.

Dr. Singh celebrated the achievements of the National Standards for Civil Services Training Institutions, noting that over 140 training institutes have been accredited. Each accreditation signifies a move towards a more competent, efficient, and responsive civil service. Additionally, he launched 13 Quality Improvement Plans (QIPs) as part of a continuous enhancement strategy for training institutions and granted accreditation to 20 ministries.

Emphasizing the core mission of continuous learning and competency-driven capacity building, Dr. Singh highlighted that ‘Mission Karmayogi – Prarambh’ represents a significant shift, extending capacity building beyond civil servants to include anyone interested in contributing to the nation. He drew parallels between the success of CBC and advancements in sectors like space and biotechnology, urging other sectors to collaborate and adapt to this evolving model.

During the convention, Dr. Singh also recognized the top-performing CSTIs in terms of course offerings on the IGoT platform. The institutes acknowledged were:

Institute of Secretariat Training and Management (132 courses)

National Telecommunications Institute for Policy Research, Innovation and Training (67 courses)

Rafi Ahmed Kidwai National Postal Academy (41 courses)

National Institute of Communication Finance (39 courses)

SVP National Police Academy (20 courses)

Dr. Singh concluded by affirming that Mission Karmayogi and the National Capacity Building Commission will play a pivotal role in realizing India’s vision for 2047. The event saw participation from Adil Zainulbhai, Chairperson of the Capacity Building Commission, who joined online, as well as Dr. R Balasubramaniam, Member (HR), Dr. Alka Mittal, Member (Administration), senior officials from the accredited ministries, and directors of CSTIs from across India.
