The Northern Fleet in Russia's Arctic, the Pacific Fleet in the Pacific Ocean, the Baltic Fleet in the Baltic Sea, and the Caspian Flotilla in the Caspian Sea will participate.

About 300 surface ships and boats, submarines, 50 aircraft, and over 200 units of military and special equipment are set to engage in the combat training. Since its invasion of Ukraine in February 2022, Russia has conducted numerous military exercises independently and with countries such as China and South Africa. Recent months have also seen mobile nuclear missile launcher drills and tactical nuclear weapons deployment exercises, along with enhanced training exercises with Belarus.
