The National Legal Services Authority (NALSA) introduced the Para-legal Volunteers Scheme in 2009 to provide legal training to volunteers from diverse backgrounds, ensuring broad access to justice. Revised in 2017 as the "Scheme for Para-legal Volunteers (Revised)," the initiative aims to bridge the gap between common citizens and legal services institutions by equipping Para-legal Volunteers (PLVs) with essential skills and knowledge.
To further enhance the effectiveness of PLVs, NALSA has developed an extensive training module titled "Module for Training of Para-legal Volunteers." This comprehensive guide addresses various critical aspects, including the Constitutional vision of justice, fundamentals of criminal and labor law, juvenile justice, and protections for women and senior citizens. The module emphasizes procedural knowledge, social sensitivity, and essential soft skills such as behavior and communication, crucial for interacting with a diverse population.
Under the oversight of the Chairman of the District Legal Services Authority (DLSA), PLVs participate in training programs conducted in designated locations. Each training session accommodates a maximum of 50 participants. In addition to initial orientation and induction training, PLVs receive periodic refresher courses to continually upgrade their skills. Legal Services Authorities assess the performance of PLVs regularly, helping them address any challenges and enhancing their capabilities in line with the training module.
Exemplary performance by PLVs is recognized and rewarded, reflecting their valuable contribution to providing legal aid and justice to beneficiaries.
