In Baku, Azerbaijan, on October 10, UAE Minister of Industry and Advanced Technology, Sultan bin Ahmed Al Jaber, issued a clarion call for unity at the Pre-COP conference. Addressing ministers and negotiators, he emphasized the need to build upon last year's UAE Consensus to achieve the Paris Agreement's ambitious goals.

He also urged timely adoption of the New Collective Quantified Goal on Climate Finance at COP29 to fulfill the UAE Consensus roadmap.
Al Jaber stressed the need for high-integrity carbon markets and called for doubling adaptation finance and embedding full strategies in National Adaptation Plans. Emphasizing international cooperation, he highlighted the potential for socioeconomic growth by adhering to UAE Consensus targets. He concluded with a plea for robust global collaboration through the COP Presidencies Troika platform.
