Chinese Scholars Unveil Controversial Plan for Taiwan Takeover

Chinese scholars at Xiamen University have proposed a controversial plan to Beijing for the governance of Taiwan, should the Chinese Communist Party (CCP) hypothetically take over the island, Taiwan News reported. The suggested plan includes establishing a 'shadow government' for Taiwan in Xiamen to facilitate rapid political integration into the People's Republic of China.

The report, initially released in July but later deleted from Xiamen University's Cross-Strait Institute of Urban Planning website, critiques the viability of the 'one country, two systems' policy that has governed Hong Kong for decades. The authors instead advocate for a rapid process of full integration.

The institute's recommendations, according to Taiwan News, also involve setting up a 'Central Taiwan Work Committee' in Beijing as a proto-provincial government for Taiwan, to be relocated to Taipei following an invasion. The plan further advises creating a Taiwan Governance Experimental Zone in Fujian, leveraging its existing Cross-Strait Integration and Development Demonstration Zone. It identifies Xiamen's Xiangan District and Nanan City in Quanzhou as areas to simulate Taiwanese conditions for policy experimentation.

The primary objectives of the hypothetical Central Taiwan Work Committee, as analyzed by CSIS, would be to ensure a seamless transition of power and to recruit and train 'anti-independence forces' in Taiwan. These individuals would receive on-the-ground training as CCP cadres to aid in the subjugation of Taiwan's regions.
