Union Home Minister Amit Shah sharply rebuked Congress MP Rahul Gandhi, emphasizing that the Congress party has historically imposed President's rule in Jammu and Kashmir more frequently than any other party. Speaking at a public meeting in Kathua on September 18, Shah criticized Gandhi's comments about 'outsiders' ruling the region, referring to Lieutenant Governor Manoj Sinha.

Shah highlighted the increased voter turnout in the region, linking it to the end of terrorism. "Due to the end of terrorism, Jammu and Kashmir has witnessed a record 55 percent voting. Farooq Sahib, those days are over when one could go to the Lok Sabha by getting 8 thousand votes. Now democracy has become strong in Jammu and Kashmir," Shah stated.

The Home Minister applauded Prime Minister Modi's efforts in empowering the people of J&K. "You have Panch-Sarpanch in your villages now. Over 40,000 people now celebrate democracy in Jammu and Kashmir. For decades, the 3 dynasties of NC, Congress, and PDP promoted nepotism. Now, due to Modi ji's efforts, the youth of J&K takes part in the decision-making for improving conditions in the state," he asserted.

Shah also warned that a victory for BJP candidates Jeevan Lal and Dilip Singh would mean celebrations across the country, whereas a win for Congress and NC candidates would lead to celebrations in Pakistan. He vowed to prevent Rahul Gandhi from ending reservation policies if Congress regains power, and reaffirmed BJP's commitment to reservation.

The second phase of the Jammu and Kashmir assembly elections was held on September 25, with the third and final phase scheduled for October 1. The counting of votes is set for October 8. This election marks the first since the abrogation of Article 370 and comes after nearly a decade-long gap.
