The Delhi High Court has opted not to entertain a Public Interest Litigation (PIL) put forward by NGO Kutumb, which sought to re-frame guidelines for coaching centres and paying guest (PG) accommodations. Highlighting the court's jurisdictional limitations, the bench underscored that policy-making is beyond its purview.

NGO Kutumb's petition aimed to address significant issues including criminal liability, fraud, and the safety of students, following the tragic deaths of three students in Rajendra Nagar, Delhi. The plea demanded better living conditions and comprehensive education reforms to prevent further exploitation in coaching centres and PG accommodations.

Malpractices by coaching centres and PG owners have led to dire conditions for students, underscored by a fire incident in Mukherjee Nagar. Despite existing guidelines from the Union of India, the petition insists these measures are inadequate. The plea calls for stricter regulations and effective enforcement to ensure student safety and holistic development.
