Deepening the EU capital markets union should not be stalled by discussions about the reform of European institutions, Estonia's Prime Minister Kaja Kallas told reporters on Thursday at the start of the second day of an EU summit in Brussels.
"I feel that there is a strong consensus around the table that we really have to move with this capital markets union, and we should not be stuck on questions about institutions, because institutions are not capital. Capital is dependent on the rules being the same everywhere and being able to scale up and provide access to capital," she told reporters.
