The U.S. government's Madoff Victim Fund has completed its final distribution, effectively paying $4.3 billion to 40,930 victims of Bernard Madoff's infamous Ponzi scheme. Richard Breeden, who oversees the fund, confirmed a final $131.4 million payout to 23,408 claimants, marking the closure of available forfeited assets. The fund facilitated compensation for individuals, institutions, and pension plans, providing an average recovery of 93.71% for proven losses, with operations set to wind down by 2025.
In addition to Breeden's efforts, an extra $14.72 billion has been returned to Madoff victims by Irving Picard. The trustee responsible for the liquidation of Bernard L. Madoff Investment Securities LLC has increased the overall payout to approximately $19 billion, outperforming Breeden in direct and indirect restitutions. Payouts successfully reached claimants across 127 countries, widening the support network beyond direct investors to secondary victims through 'feeder' funds.
The fund was initially set with $4.05 billion from settlements involving JPMorgan Chase and the estate of investor Jeffry Picower, later increasing with extra asset recoveries by the Justice Department. The notorious fraud, once deemed potentially as high as $64.8 billion, ended with Madoff's confession in December 2008. Having pleaded guilty to multiple charges, Madoff died in 2021 during his 150-year prison term. As proceedings conclude, Breeden underscores the need for vigilance in investment strategies, emphasizing lessons from Madoff's fraud that reverberate even after his death.
