TNPA Issues RFP for Multi-Purpose Terminal Operator at Durban’s Maydon Wharf

The Transnet National Ports Authority (TNPA) has officially released a Request for Proposals (RFP) for the appointment of a terminal operator to design, develop, fund, construct, operate, maintain, and transfer a multi-purpose terminal in the Maydon Wharf Precinct at the Port of Durban. The concession period for the selected operator will span 25 years.
Overview of Maydon Wharf Precinct
The Maydon Wharf Precinct, covering approximately 145 hectares, is one of the busiest mixed-use zones within the Port of Durban. With 15 operational berths and a cargo handling capacity exceeding seven million tons annually, the precinct primarily facilitates the movement of agricultural dry bulk, break bulk, and a limited volume of liquid bulk and containerized cargo.
RFP Scope and Terminal Development
The site designated for this project comprises two lease areas:
- Lease L36049: Covering approximately 12,266m², this brownfield site includes existing infrastructure such as an administration building, office block, and workshop.
- Lease L306091: Spanning approximately 12,859m², this section will also be included in the development plan.
Together, these sites total 25,125m², providing significant space for modernizing cargo handling facilities.

According to Nkumbuzi Ben-Mazwi, Acting Port Manager for the Port of Durban, this initiative aligns with TNPA’s broader strategy to enhance efficiency, modernize infrastructure, and strengthen the port’s role as a key trade gateway for South Africa and the broader region.
“The issuance of this RFP signifies our ongoing and intentional efforts to enhance the efficiency and competitiveness of the Port of Durban. By attracting capable terminal operators, we aim to modernize infrastructure, optimize cargo handling, and improve our operational capabilities,” he said.
